Checklist: reading the geography of a financial centre

  • Identify the flows on which the centre lives and check that they do not depend on a single route, a single partner or a single external authorisation.
  • Assess the quality of the centre’s seven functions — accommodation, brokerage, measurement, proof, payment, justice, taxation — and spot the weakest link.
  • Examine the plurality of powers and counter-powers: a single authority without limits is a risk for holders of assets.
  • Measure the real accessibility of the centre for the target clientele: air links, time zones, languages, visas, cost of living.
  • List the external decisions capable of closing the route: sanctions, regulatory equivalence, tax agreements, conditions of market access.
  • Distinguish the advantage of position, which is easily lost, from the institutional advantage, which is built slowly and withstands shocks better.
