Checklist: diagnosing the vulnerability of a financial centre
- Identify the decisions of third states liable to restrict the access of the centre’s clients or institutions, and estimate their probability.
- Compare point by point what the centre offers with what its competitors offer: taxation, legal certainty, protection in succession matters, quality of the courts, conditions of residence.
- Identify the pivotal actors whose departure would trigger a cumulative movement, and follow their intentions.
- Measure the concentration of revenues by business segment, by geographical origin of the clientele and by currency.
- Map the foreign partners who have an interest in the centre’s survival, and maintain these relationships over the long term.
- Assess the centre’s capacity to develop new activities: training, research, regulatory framework, access to capital, attractiveness for talent.
- Avoid increases in tax or regulatory burdens decided in haste, where they risk accelerating the departure of the actors on whom the centre’s prosperity depends.
