International Export Controls and Sanctions Law

An EU and US practitioner’s guide to dual-use, sanctions and emerging-technology controls across the EU, the United States and Asia.

What the book covers

Export controls and sanctions no longer stop at a single border. A component designed in one country, manufactured in a second and sold through a third can fall under the rules of all three, and a transaction that is lawful in Europe may still be caught by United States law because of the origin of its technology or the currency in which it is paid. This handbook sets out how the European Union and the United States regulate dual-use goods, how their sanctions regimes operate, and how controls on emerging technologies have been extended to semiconductors, computing and related fields.

Throughout, the book looks at these regimes from the point of view of companies that trade with or through Asia, where the reach of European and American rules is felt most directly in supply chains, distribution and investment.

For whom

The book is written for in-house counsel, export control and compliance officers, and the boards and managers who carry responsibility for cross-border trade in goods, software and technology, as well as for advisers who need a structured account of how the European and American regimes interact.
